"WTO Implications
on Air Cargo Logistics in China "

At the turn of the century, China's foreign trade accounted
for 4% of the world's total exports and 3.9% of the world's
total imports. With WTO membership furthering the integration
of the China economy into the global economy, these percentages
are estimated to rise to 6% by 2005. Already the eighth largest
trading nation in the world, China will play an even bigger
role in the global economy in the years to come.
It would be evident in the face of this continued growth
that Hong Kong's air cargo industry should find expanded opportunities.
Yet the direct engagement of the mainland with the world also
portends challenges to Hong Kong's intermediary role. Foreign
multinationals and forwarders may find direct entry into China's
own markets easier and bypass Hong Kong as a bridgehead. The
Beijing-Shanghai axis of airports may attain critical mass
in terms of network connectivity, flight frequency, and airline
profitability such that Hong Kong's hub role will be considerably
diminished. A more international standards are expected of
the Hong Kong air cargo industry, there will be new requirements
for air cargo logistics as well as logistics-related information
technology.WTO may well be a two-edged sword for Hong Kong.
The Center of Cyber Logistics sees the need to bring these
issues to the forefront of analysis and collaborative discussion
involving the academic community, the industry, and our government.We
are hopeful that the result of this Open Forum will form the
basis of practical and constructive policy recommendations
on air cargo logistics.
